Their official policy on ISP switches is "we don't do that," although they refused to provide me with any sort of written documentation that states this fact, and despite the fact that I am trying to switch because Flashcom's service has been so incredibly poor. (Also, I could not get anyone at Flashcom to explain why they had asked me to return the router to them despite the fact that I apparently own it.) I also talked with Covad and Speakeasy (the ISP to which I want to switch). They both confirmed that there is no actual requirement that the old ISP allow customers to switch to other ISPs. So, as a customer who recently put in a cancel order for service which hasn't yet been cancelled, it appears that I'm basically screwed if I want to switch to another ISP. The only hope appears to be if Covad dumps Flashcom before Flashcom issues the cancel order for my service and the line actually drops. If this happens soon enough, they would allow Covad's former Flashcom customers to switch to other ISPs without needing the ISP-switch form. Argh.
